Resolution No. 180-19, approving the Utility Work by Highway Contractor Agreement (UWHCA) with the Florida Department of Transportation for performing design and construction services relocating and adjusting water utilities relating to the Florida Department of Transportation’s (FDOT) SR-5/US-1 project, primarily roadway pavement resurfacing, from south of Eve Street to south of Harborside Drive, FDOT Financial Project ID No. 439841-1-52-02 (City Project No. 19-025) for a lump sum of $9,890.00.

Background:

The FDOT proposed roadway enhancements for SR-5/US-1 from S. of Eve Street to S. of Harborside Drive are in the design phase by the FDOT’s consultant. The enhancement primarily consists of milling and resurfacing of the roadway pavement. To accommodate the enhancements, water and sewer mains and associated appurtenances (valves, meters, manholes, etc.) that are currently in FDOT’s right-of-way within the footprint of the proposed improvements will need to be relocated and/or adjusted.  As a part of the preliminary design, the design consultant has identified eight manholes and eight water valves along the corridor that conflict with the proposed improvements.  The FDOT’s design consultant, VN Engineers, Inc., will be including the utility relocations with the FDOT’s highway construction documents, to be bid and constructed with the roadway enhancements.  The FDOT will include the design and construction of these utility relocations for a lump sum fee of $9,890.00.

 

The attached “Utility Work by Highway Contractor Agreement” between the FDOT and the City of Delray Beach will allow the FDOT to have their design consultant and contractor perform the utility relocations during the construction phase, relieving staff of the coordination efforts and commitment of resources during the production of the work.

 

City Attorney Review:

Approved as to form and legal sufficiency.

 

Funding Source/Financial Impact:

This approval is required for the City to have the utility relocation work designed and constructed as a part of the FDOT construction project. Funding is available from account number 442-36-260-537.46.40, Other Repair and Maintenance.

 

Timing of Request:

This request is time-sensitive in maintaining FDOT’s project schedule.
