Support providing twenty percent (20%) of the funding required for the City of Delray Beach to conduct a Disparity Study.

Background:

 

At the May 14, 2019, CRA Workshop, and the May 14, 2019, CRA Board Meeting, there were discussions related to the “Keep it Local” policies and initiatives that are currently in place at the City of Delray Beach to promote local businesses and job opportunities.  Additionally, discussions related to a Disparity Study also occurred. The purpose of conducting such a study would be to determine whether or not a statistically significant disparity exists within the City’s award of contracts to minority and woman owned enterprises.  At the May 14, 2019, CRA Board Meeting, the CRA Board unanimously approved its support of the City in moving forward with its “Keep it Local” policies and the Disparity Study. Exhibits A and B are relevant excerpts from the Minutes of the May 14, 2019, CRA Workshop and Board Meeting.

 

Pursuant to the CRA Board’s support, the CRA and the City have engaged in multiple discussions regarding the funding of the Disparity Study. The City has provided a pre-liminary cost estimate of two hundred thousand dollars ($200,000.00.)

 

The CRA remains steadfast for growing a more resilient local economy through initiatives and efforts that promote local sourcing and will follow the lead of the City with any new efforts to create formal programs or policies which establish more participation of minority, women, small, or local business enterprises in future procurement opportunities.

 

At this time, CRA Staff is bringing this item up for discussion and direction. As the Disparity Study would be a citywide initiative, CRA Staff is requesting the CRA Board’s support for the CRA to provide twenty percent (20%) of the required funding for the City to conduct the Disparity Study.

 

At such time the City is prepared to move forward with the Disparity Study, an Interlocal Agreement between the City and the CRA will be brought before the CRA Board for approval.
