Recommendation

Motion to Approve Resolution No. 20-20 to award an Agreement with MBGC, LLC. d/b/a Minerva Bunker Gear Cleaners in the estimated amount of $171,000 through November 30, 2022, utilizing the Hillsborough County Solicitation No. 18849, and authorize the City Manager to approve renewal options, in the amounts below, contingent upon appropriation of funds.

Body

Background:

On December 1, 2019, Hillsborough County approved the award of an Agreement for cleaning, testing and maintenance of fire rescue bunker gear services with MBGC, LLC. d/b/a Minerva Bunker Gear Cleaners. The contract is valid through November 30, 2022, with the option to renew for three (3) additional one (1) month periods.

Studies indicate that firefighters have a much higher risk of contracting cancer than the general population due to the nature of their profession, as they are constantly exposed to many harsh chemicals, toxins and carcinogens. These contaminants penetrate the protective clothing and are eventually absorbed into the skin. The longer firefighters are exposed to contaminants, the greater the hazard to their health.  If firefighter structural protective clothing (bunker gear) is not properly maintained, exposure is much greater and more constant as the toxins and carcinogens continue to off-gas. Reducing exposure levels can reduce these high risks. The National Fire Protection Association (NFPA) recommends that bunker gear be cleaned and tested on a regular basis. Complying with this standard will reduce exposure and minimize health risks to firefighters. Additionally, repairs to keep the bunker gear in good condition are necessary to ensure the safety of our Firefighters. The City of Delray Beach requires an Agreement to clean, test, and maintain fire rescue bunker gear.

The agreement term will start upon full execution of the agreement and will expire on November 30, 2022.
