Recommendation

Approve the revised Interlocal Agreement (ILA) between the City and CRA for funding for General Capital Improvement Projects within the CRA District for Fiscal Year 2019-2020.

 

Body

Background:

The implementation of many of the projects contained in the Community Redevelopment Plan, particularly the public infrastructure projects resulting from the adopted Neighborhood and Redevelopment Plans, require a joint City/CRA effort.  The typical arrangement involves the CRA funding all or a portion of a project, and the City’s Engineering or other staff overseeing the bidding and construction processes.

 

Each year the City and CRA enter into an Interlocal Agreement to formalize the CRA’s commitment to fund specific projects.

 

On October 1, 2019, the CRA Board approved an ILA between the City and the CRA for funding General Capital Improvement Projects within the CRA District for Fiscal Year 2019-2020. At that time, the projects list contained within the ILA was as follows:

However, the ILA has not yet been presented to the City Commission and, therefore, the ILA has not been approved or executed. Additionally, after Fiscal Year 2018-2019 was reconciled and closed out with the City, the following projects were paid out by the CRA to the City in Fiscal Year 2018-2019:

Strikethroughs represent the removal of a project from the previously approved projects list and/or a change in the CRA Funding for a project due to actual project costs. Funds will be transferred to the City at the time that a contract is awarded or service authorization (consultant agreement) is approved for each project. 

 

CRA staff is bringing this item before the CRA Board for approval. After which, the ILA will be brought before the City Commission.
