Review and consider Ordinance No. 19-19 at second reading to adopt the Always Delray Comprehensive Plan.

Background:
The Always Delray Comprehensive Plan is comprised of 13 elements, organized in four themes (Live, Work, Play, Grow). Each element is comprised of a data, inventory and analysis (DIA) document, the Goals, Objectives, and Policies (GOPs), and a series of maps as a part of both the DIA and GOPs. The GOPs, and associated maps, form the Always Delray Comprehensive Plan that will be adopted by the ordinance and replace the currently adopted plan. The DIA, and associated maps, provide the supporting data and information, such as the City’s planning history, current conditions, and projections for the future.

Each of the proposed elements was presented to the Planning & Zoning Board between July 2018 and April 2019 and received recommendations of approval to the City Commission. Each of the elements were also previewed at a City Commission meeting. Three City Commission Workshops were held to review the plan: June 11, July 2, and July 9, 2019.
On August 20, 2019, the City Commission approved Ordinance No. 19-19 on first reading for transmittal to the Department of Economic Development for review. The Department of Economic Opportunity did not issue any objections, recommendations, or comments to the plan.
The Treasure Coast Regional Planning Council (TCRPC) provided a thorough review and staff report, with the conclusion, “No adverse effects on regional resources or facilities and no extrajurisdictional impacts have been identified. Comprehensive plans should reflect the vision, needs, and desires of its community members. Council commends the City for their extensive public outreach efforts during the process of updating their comprehensive plan. The new plan not only contains updated programs, policies, and planning concepts, but does it in a way that is accessible for all users.”
The Florida Department of Transportation (FDOT) provided a thorough review, which is attached. FDOT’s input resulted in terminology updates, additional definitions and cross-references, as well as a new Objective with supporting Policies in the Strategic Partnerships Element to encourage collaboration for transportation improvements. The South Florida Water Management District (SFWMD) also provided comments, attached. The Public Facilities and Conservation, Sustainability and Resiliency Elements were updated in response to SFWMD comments regarding cross-referencing and coordinating population projection data and sources among the elements, updating terminology, and acknowledging the current timeframe for the upcoming update to the City’s water supply plan.
In response to Commission and community comments at the transmittal hearing, a vision statement is added to the first page of the plan:
“Delray Beach is a vibrant, award-winning “All American City” composed of a charming downtown Village by the Sea and dynamic, diverse neighborhoods. We proudly celebrate our historic heritage and look forward to a bright future. Our goal is to provide a high quality of life that is healthy and welcoming for residents, visitors, and business owners.”
Acknowledgements pages have been added, which recognize the boards and participants in the update of the plan.
