Approve ratification of the emergency acquisitions for the repair of a 12-inch water main at 911 SE 6th Avenue, the vicinity of SE 10th Street and Federal Highway, in the amount of $86,456.00 to Johnson-Davis, Inc. and $4,600.36 to Fortiline Waterworks, for a total final repair cost of $91,056.36.

Background:

On August 16, 2019, Utilities experienced a significant pressure drop within the potable water distribution system.  What was originally thought to be a break on one of the subaqueous potable crossings, was later discovered to be a break on a 12-inch water line within a drainage conflict box, near the Intracoastal Waterway (ICWW), at 911 SE 6th Avenue, the vicinity of SE 10th Street and Federal Highway.

 

Once the watermain break was identified and located, staff contacted a Utility contractor who was already working within the City limits on another city Capital Improvement Program (CIP) project, the firm of Johnson-Davis, Inc. (JDI). JDI’s response was favorable, as they could mobilize resources immediately and initiate the required repairs.

 

Staff followed up with an update on the situation to the Interim City Manager (ICM). A request was made to engage the services of JDI on an emergency basis to perform required repairs on the 12-inch watermain. Staff received authorization from the ICM via email on August 20, 2019, at 1725 hours. 

 

The repairs to the watermain have been completed.   Johnson-Davis Inc’s cost to perform all repairs, including milling and resurfacing the roadway per Florida Department of Transportation’s (FDOT) specifications was $86,456.00.  FDOT representatives provided final acceptance on the restored section of roadway along Federal Highway on January 8, 2020.

 

In addition, procurement of pipe material and fittings by Utilities staff from Fortiline Waterworks totaled $4,600.36.

 

Total final cost for watermain repair was $91,056.36.

 

This recommendation meets compliance with Code of Ordinances, Section 21-17, Emergency Acquisitions, subject to ratification by the City Commission as soon as practicable.

 

City Attorney Review:

Approved as to form and legal sufficiency.

 

Funding Source/Financial Impact:

Funding is available from Account No. 441-36-283-536.34-90 (Other Contractual Services).

 

Timing of Request:

The approval of this item is important; all repairs and restoration work have completed, with final payment to the contractor in process.
