Approve the Interlocal Agreement (ILA) between the City of Delray Beach (City) and the Delray Beach Community Redevelopment Agency (CRA) to fund Fiscal Year 2019/20 Capital Projects as described in Exhibit A of the attached agreement for Fiscal Year 2019/20. This amendment adjusts the ILA to remove projects that are being managed by CRA staff and to reflect actual funding requirements for projects that are moving forward under City management.

Background:

Implementation of projects, particularly, the public infrastructure projects in the CRA District, requires a collaborative effort between the City and the CRA. Through the ILA, the CRA provides funding for all or a portion of projects (i.e., engineering, project management, and construction); while the City provides overall management of the Capital Improvements Program processes.  Projects recommended for funding each fiscal year are included in the City's approved budget through the Capital Improvement Plan (CIP).

 

The City and CRA enter into an ILA each year to formalize the CRA’s commitment to fund the specific projects. This year's projects are identified in Exhibit 'A' of this ILA. The ILA was approved by the CRA at their January 28, 2020 meeting and forwarded to the City for approval.  At the CRA Board Workshop meeting, the Board reviewed the proposed FY 2019/20 CRA Budget, which included a request from the City for the CRA to carry forward funding for seven Capital Improvement Projects and to provide funding for new phases of two projects, in addition to providing a source of funding for Alleyway Clearing, a new maintenance activity within the City totaling more than $20.6 million. These projects range from neighborhood construction projects in the Southwest Neighborhood and Osceola Park Neighborhood to design of Pompey Park Master Plan and Northwest Neighborhood Complete Neighborhood project.

Funding Source/Financial Impact:

Funding is available from the individual Capital Improvement Project accounts that are funded by Community Redevelopment Agency.  Failure to enter into this ILA will result in a loss of available funding for the projects listed in Exhibit A of the attached Agreement.
