Staff is requesting City Commission to approve and execute grant agreement No. 4600004144 with the South Florida Water Management District (SFWMD) for providing supplementary funding for construction of reclaimed water mains within the SW neighborhood improvements project, along SW 4th Street, including SW 6th Street, SW 7th Avenue and SW 3rd Court (considered Reclaimed Area 14), as well as NE 2nd Street from NE 4th Avenue to NW 2nd Avenue (considered Phase 1 of Reclaimed Area 10), by means of cost reimbursement in the amount not to exceed $450,000, as part of their Cooperative Funding Program for Alternative Water Supply (AWS).

Background:
Since 2004, the City has maintained an annual program for expansion of its reclaimed water transmission system for the purpose of providing an alternative irrigation source to City utility customers. Under the AWS Program, SFWMD was able to provide supplemental funding for each of our expansion projects in previous years.
In July 2019, the City was notified by SFWMD that their AWS program was accepting applications for projects proposed for construction in fiscal year 2019/2020. On August 16, 2019, the City submitted its application to request funding assistance for the reclaimed water mains within the SW neighborhood improvements project, along SW 4th Street, including SW 6th Street, SW 7th Avenue and SW 3rd Court; which the City Commission ratified at the October 15, 2019 City Commission meeting.
At their December 12, 2019 meeting, the SFWMD Board approved their list of grant recipients which included the City of Delray Beach in the amount of $450,000 for the referenced project submitted under the application. The construction cost of the reclaimed water elements is estimated at $1,195,634.00; with the SW neighborhoods reclaimed valued at $762,731 (Area 14) and the NE 2nd Street section valued $432,9034 (Area 10). The total cost of SW neighborhood improvements project is estimated at $5,648,785.
Staff requests Commission accept the grant award and authorize the Mayor to execute the agreement for the City.
