Recommendation
Motion to Approve Resolution No. 44-20 to award an Agreement with Intercounty Engineering, Inc. for Water Main Subaqueous Crossings pursuant to ITBC No. 2020-005 (Project No. 17-156) - $1,799,866.

Background:
The City of Delray Beach (City) owns and maintains four (4) potable water mains (WM) crossing the Intracoastal Waterway (ICWW) to provide water services to the barrier island's residents and businesses.

Three (3) of these WM crossings, located at NE 4th Street and Beach Drive, SE 8th Street and Bauhinia Road, and Dogwood Drive and SR A1A (Ocean Boulevard), are in deteriorating condition and need to be replaced or lined. The existing pipe material (ductile iron) has anti-corrosive properties; however, given the full saltwater installation (under the ICWW) and the age of pipe (40+ years), these pipes are past their useful service life. The City issued Invitation to Bid Construction (ITBC) No. 2020-005 to acquire a firm which will provide all labor, materials, tools, equipment and services related to the construction of water main system improvements.

On December 19, 2019, the City received four (4) submittals pursuant to ITBC No. 2020-005. The low bid submitted by Intercounty Engin...
