Background:
The City of Delray Beach (City) owns and maintains four (4) potable water mains (WM) crossing the Intracoastal Waterway (ICWW) to provide water services to the barrier island's residents and businesses.
Three (3) of these WM crossings, located at NE 4th Street and Beach Drive, SE 8th Street and Bauhinia Road, and Dogwood Drive and SR A1A (Ocean Boulevard), are in deteriorating condition and need to be replaced or lined. The existing pipe material (ductile iron) has anti-corrosive properties; however, given the full saltwater installation (under the ICWW) and the age of pipe (40+ years), these pipes are past their useful service life. To mitigate potential future emergency repairs, this project proposes to replace two (2) of the existing 12-inch potable WM with a newer, more saltwater appropriate 16-inch High Density Polyethylene (HDPE) pipe, and “potentially” line all three (3) existing 12” water mains (if video camera results prove that lining is possible), which could provide at least two (2) lined pipes for future use.
The City issued Invitation to Bid Construction (ITBC) No. 2020-005 to acquire a firm which will provide all labor, materials, tools, equipment and services related to the construction of water main system improvements.
On December 19, 2019, the City received four (4) submittals pursuant to ITBC No. 2020-005. The low bid submitted by Intercounty Engineering, Inc. was deemed responsive and responsible to the Bid requirements. The bid submitted by Foster Marine Contractors, Inc. was deemed non-responsible and ineligible for award.

Therefore, staff recommends award of the bid to Intercounty Engineering, Inc. in the estimated amount of $1,799,866. Construction is expected to be substantially completed within 165 days from the date of the City’s Notice to Proceed, barring typical construction delay, such as those forced by inclement weather, and completed and ready for final payment no later than 45 days after substantial completion is accepted by the City.
This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.
