Background:
The City of Delray Beach (City) has a Neighborhood Improvements Project in the Osceola Park neighborhood that includes improvements to the infrastructure and safety of the neighborhood, including water, sewer, roadway reconstruction, stormwater management, sidewalks, landscaping, and street lighting in the Osceola Park neighborhood.
The City issued Invitation to Bid Construction (ITBC) No. 2020-004 to acquire a firm to provide all labor, materials, tools, equipment and services related to the construction of reclaimed water system improvements, water main improvements, drainage improvements, sanitary sewer improvements, roadway reconstruction and restoration, lighting improvements and irrigation improvements for the Osceola Park neighborhood improvements project.
On November 26, 2019, the City received fourteen (14) submittals pursuant to ITBC No. 2020-004. The low bid submitted by Ric-Man Construction, Inc. was deemed responsive and responsible to the Bid requirements. The bid submittal from Foster Marine Contractors, Inc. was deemed non-responsible and ineligible for award.
