Background:
Chapter 95 of the Code of Ordinances provides the necessary organization, powers, and authority to enable the use of City resources during a state of emergency. On March 13, 2020, the City Commission of the City of Delray Beach declared a state of emergency due to the spread of the Novel Coronavirus Disease-2019 (COVID-19). Thereafter, due to the continued spread of COVID-19 and its impacts on the City of Delray Beach, City Manager George Gretsas executed the following emergency regulations in order to protect the public health, safety and welfare of the residents of the Delray Beach and the public at large:

· 1st Extension of Declaration of Emergency dated March 20, 2020 extending the local state of emergency for 7 days;
· 2nd Extension of Declaration of Emergency dated March 27, 2020 extending the local state of emergency for 7 days;
· Declaration dated March 28, 2020 establishing stay home order and curfew until April 16, 2020;
· Resolution 71-20 mandating closure of City-owned properties, suspending/cancelling/postponing City meetings, mandating 50% reduction in occupancy load of restaurants and bars, and mandating closure of bars and restaurants at 10:00 pm;
· Resolution 73-20 mandating closure of stand-alone and licensed bars; closure of bar and counter services through April 16, 2020;
· Resolution 75-20 establishing regulations pertaining to essential and nonessential businesses, mandating closure of parks, beaches and recreational facilities and urging social distancing through March 31, 2...
