Background:
The City of Delray Beach Public Works Department (City) is responsible for the maintenance of the roadways within the Tropic Isles Development (TID). Over several years, these roads have experienced uneven surface wear, excessive sinkholes, asphalt cracking, and accelerated deterioration which adversely impacts roadway drainage and rideability. Furthermore, this deterioration of the roadways caused an increase in maintenance costs and has shortened the lifespan of the roadways. A recent engineering evaluation of the subsurface soils showed evidence of muck underneath the roadways which is the leading factor in the roadway deterioration. In addition to the subsurface investigation, a utility assessment was conducted in the TID which determined that both the water and sewer infrastructure was over 50 years old and reached the end of its useful life expectancy.
The Tropic Isles Neighborhood Area is located immediately east of Federal Highway, bordered by Linton Boulevard on the north, the Intracoastal Waterway on the east, and the C-15 Canal on the south. The City is determined to repair the roadways and upgrade the utility infrastructure in this neighborhood project. These improvements include roadway paving, stormwater management, watermain, sanitary sewer, and lighting improvements with the potential conversion of overhead utilities to underground.
The City issued Request for Qualifications (RFQ) No. 2019-040 to acquire a firm to provide professional engineering services related to the Tropic Isles neighborhood improvement project.
On October 23, 2019, the City received two (2) submittals in response to the RFQ. On December 3, 2019, in full accordance with the Consultants’ Competitive Negotiation Act (CCNA), a Selection Committee held interviews with the two (2) firms and scored the submittals in a combination initial/final evaluation meeting. The final scores are listed below:

In accordance with Florida Statutes, representatives from the Purchasing and Public Works Departments conducted negotiations with Kimley-Horn and Associates. As a result of these negotiations, staff was able to obtain a fee reduction of approximately $350,000 from the original proposal. This estimated fee will be paid based upon their proposed hourly rates and actual hours worked.
Phase I of the Agreement will produce a Basis of Design Report (eight months from issuance of notice to proceed). The City will then evaluate the Basis of Design Report, and upon approval by the City, will request an additional service authorization from Kimley-Horn and Associates (Phase II) to proceed with the design and engineering of the project through the bid/award phase, including public outreach. The City estimates that it will take approximately one year for design/engineering/permitting, and five years for construction to be completed in the neighborhood.
The Agreement terms will be from the date of full execution thru the completion of work and full acceptance by the City. Staff has reviewed the estimated project total and finds it to be competitive and reasonable.
This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.
