Approve the Interlocal Agreement (ILA) between the City of Delray Beach and the City of Boynton Beach for funding the southern portion of the design and engineering services for Gulfstream Boulevard in an amount not to exceed $250.000 for Fiscal Year 2019-2020.

Background:
The City of Delray Beach is planning to complete Phase 3 of the Seacrest Beautification Project by the end of this year (Resolution No. 91-19). At the intersection of Gulfstream and Seacrest Boulevard the CDB owns the south half of the intersection and the CBB owns the north portion of the intersection. In order to complete the intersection properly, the Florida Department of Transportation (FDOT) requested that the CDB and the CBB enter into an agreement to complete the improvements to the intersection after completion of Phase 3 to Seacrest Boulevard (P/N 17-010).
Gulfstream Boulevard is jointly owned by both the City of Delray Beach (south portion) and the City of Boynton Beach (north portion). The City of Boynton Beach is planning to repave Gulfstream Boulevard, east to the railroad tracks and is requesting that the City of Delray Beach agree to an ILA to assist with funding the design and engineering portion of the project. Another ILA between the two cities will be required for the construction portion of the project in FY 2021.
