Background:
At the May 26, 2020 CRA Board Meeting, a Curb Appeal Residential Improvement grant was approved for the property located at 313 SW 8th Street, within CRA sub-area #8, owned by Bertha Whigham, for an amount not to exceed $12,647.25. On June 18, 2020, the document signing for the award was to take place. However, the homeowner elected to change one of the improvement items for which funding was already approved. The change would repair soffit and fascia (item # 3) instead of the painting of the home (item # 2).
The City’s Neighborhood Services Division that administers the program had evaluated the property and had determined that the home is in need of the specified improvements. Pursuant to the City’s procurement policy, City staff requested bids for the proposed project from qualified contractors. Originally, two responsive bids were submitted, and the lowest was accepted by Leonard Graham, Inc (LCI). The updated estimate by LCI is $13,000.00. Because Ms. Whigham is eligible for a Curb Appeal Residential Improvement Grant at the 100% funding level, the City is requesting approval of an amended Curb Appeal Residential Improvement Grant from the CRA in an amount not to exceed $13,650.00, which includes a 5% contingency as allowed by program guidelines.
