Motion to approve nomination for appointment for one (1) regular member to serve on the Downtown Development Authority Board for a three (3) year term ending June 30, 2023.

 

Body

Background:

Mr. Scott Webb has declined his appointment to the Downtown Development Authority Board due to a conflict of interest, therefore, a nomination for appointment is needed for one (1) regular member to serve a three (3) year term ending June 30, 2023.

 

To qualify for appointment, a prospective member must reside in or have his or her principal place of business in the City and shall not be serving as a City officer or employee.  There is a requirement that at least four (4) members must be owners of real estate within the downtown area, a lessee thereof required by the lease to pay taxes thereon, or a director, officer or managing agent of an owner or of a lessee thereof so required to pay taxes thereon.  A map of the Downtown Development Authority Boundary is included for your review.

 

Currently serving on the Downtown Development Authority and meeting ownership and tax payment qualifications are Ms. Mavis Benson, Dr. John Conde and Mr. Alan Costilo.

 

The following individuals have submitted applications and would like to be nominated for appointment:

A check for code violations and/or municipal liens was conducted.  None were found.  Voter registration verification was completed, and all are registered.

 

Based on the rules, the nomination for appointment will be made by Vice-Mayor Boylston (Seat #3) for one (1) regular member to serve on the Downtown Development Authority for a three (3) year term ending June 30, 2023.

 

Referencing:

Section III (A)(4) of the Rules of Procedure

 

A. All appointments to city boards, commissions and committees whose members are not subject to appointment by other entities, and in accordance with any applicable restrictions by State Statute, shall be made in accordance with the following procedures:

 

4. In the event that an individual, duly nominated and appointed to a board, commission or committee by a Commissioner at a City Commission meeting, is unable to accept or declines the appointment, for whatever reason, then the Commissioner who appointed the individual unable to serve shall have the opportunity to nominate a replacement appointee to fill the vacancy before the nomination ability passes to the next Commissioner on the rotation system.  Such replacement nomination by the Commissioner shall be made no later than the second consecutive regular meeting subsequent to the meeting at which the declined appointment was made.  If the replacement nomination is not made within this time frame, then the nomination ability shall pass to the next Commissioner on the rotation system.
