Motion to Approve Resolution No.110-20 for approval of two Agreements with Florida Power and Light (FPL), one to install new LED Street Decorative Lights and the other for converting four lights from High Pressure Sodium (HPS) to Light Emitting Diode (LED) for the Osceola Park Neighborhood Improvements Project.  The design and installation cost associated with this decorative lighting work ($167,065.29) was previously approved on by the City Commission on February 4, 2020 by Resolution No. 43-20.

 

Body

Background:

The City of Delray Beach (City) and the Community Redevelopment Agency (CRA) have a Neighborhood Improvements Project in the Osceola Park Neighborhood   This project includes improvements to the infrastructure and safety of the neighborhood, including water, sewer, drainage, sidewalks and street lighting. The street lighting component will enhance public safety and electrical efficiency in the project area by replacing the existing cobra-head halogen fixtures with decorative LED fixtures.

 

There are two monthly cost elements associated with the proposed Agreements.  The monthly bills are for the (1) light and poles, (2) maintenance and energy. 

 

One monthly bill is for FPL to remove 55 existing lights on distribution poles and install 154 Decorative LED lights on Decorative Concrete poles plus two LED lights on distribution poles.

The second monthly bill is for converting 4 lights from HPSV to LED.  The upfront cost of the LED lights is higher, but the cost of the maintenance is lower as they use less energy so the monthly bills will decrease.

City Attorney Review:

City Attorney approves as to form and legal sufficiency.

 

Funding Source/Financial Impact:

The capital costs associated with this decorative lighting work was previously approved by City Commission on February 4, 2020 by Resolution No. No. 43-20 this resolution is for the approval of the agreements. Funding for these improvements is available in 334-41-340-541.63-20 Capital Outlay - Osceola Park / Other Landscp Beaut. Monthly charges will be paid from Public Works Street Light Maintenance Operations.

 

Timing of Request:

The approval of this item is highly time sensitive as the project will be commencing construction in the next several months and it is desired that FPL will coordinate and complete the work in the same time frame.
