Background:
Pursuant to the Housing Act of 1974, HUD requires all local municipalities and urban counties to prepare local planning documents as a condition of receiving federal assistance. Federal Regulation 24 CFR Part 91 governs the local plan submission and requires that each municipality submit a Consolidated Plan every five years and an Annual Action Plan each fiscal year. Citizen participation is integral to the development of the Plan. The City as a grantee is required to provide at least two public hearings per year to obtain the public’s views and to respond to proposals and questions. The first "Needs Assessment" meeting, advertised in the May 9, 2019 issue of the Sun Sentinel, was held in the First Floor Conference Room on May 20, 2019. The second public meeting was held before City Commission on July 16, 2019. Only comments from the public which are not accepted must be summarized and included in the final plan as an attachment. The city has not received any reportable comments. The plan and proposed budget is unanimously supported by the public as presented. This plan has been developed in accordance with the stated regulations.
The attached Substantial Amendment to the Annual Action Plan provides a description of the City's plan to utilize CDBG funding for activities and programs consistent with the needs delineated in the Five-Year Consolidated Plan. The CDBG entitlement for FY 2019-2020 will be $ 312,450 to assist in the response to the COVID-19 pandemic and to mitigate economic impacts. The plan is made available on the City’s website and advertised in the July 19, 2020 issue of the Sun Sentinel.
ECONOMIC DEVELOPMENT $ 234,337
Funding assistance in support of economic development projects located or, to be located, within the CDBG target area. Grants will be provided to eligible businesses undertaking activities which will result in the retention and/or creation of jobs for low- to moderate-income persons.
RENTAL ASSISTANCE $ 78,113
The provision of funds for one-time, emergency rental assistance for low-moderate households for up to three months.
TOTAL CDBG FY2019-2020 SA1 BUDGET $ 312,450

Funding is available from account number 118-54-554-Various (511-514; Community Development Block Grant).
Timing of Request:
Plan to be submitted to HUD after full execution. The attached plan identifies the HUD budget for the upcoming year implemented under the Neighborhood Services Division.
