Staff recommends the approval of the Hold Harmless Agreement and indemnification for the purposes of conducting training.

 

Body

Background:

The Fire-Rescue Department is seeking permission to from the property owners to conduct training evolutions in, on and around the building and surrounding property.  These types of training opportunities are very rare and hugely important for the fire department.  Our primary mission is to ensure the safety of our firefighters and the community, and a building like this offers endless possibilities for us to simulate real-life fire emergencies. 

Fire-Rescue would have complete access to the property 7 days a week 24 hours a day for training purposes.  Some of the training will include:

-                     Stretching hose lines inside the building and connecting to the standpipe system.

-                     Using the elevator cars and shaft to simulate rescue

-                     Using smoke machines to simulate fire conditions and perform search and rescue of victims

-                     Raising ladders on the exterior of the building, including aerial ladder trucks to access the roof and/or balconies

-                     Breaching interior walls and doors

-                     Breaching exterior windows to simulate ventilation of the building.

-                     Flowing water inside the building during simulated fire exercises.

 

City Attorney Review:

Approved as to form and legal sufficiency.

 

Funding Source/Financial Impact:

There is no anticipated financial impact for acceptance of this agreement.

 

Timing of Request:

This Hold Harmless Agreement would be effective immediately.
