Review and consider Ordinance No. 45-20 on First Reading, to change Beach Parking Permit to be available to residents only and to amend the Senior Beach Parking Permit to raise the age limit to 70 years old from 62 years old.

Background:
The City Commission received a presentation concerning the existing City Parking Permit Program at the July 14, 2020 Workshop meeting. Staff direction received from the Mayor and Commission was to make changes to the Beach Parking Permits to restrict sale of the permits to City of Delray Beach residents only and to raise the age limit to qualify for purchase of a Senior Beach Parking Permit and provide a discount to City of Delray Beach residents purchasing a senior beach permit. This ordinance will authorize the changes to the program restricting sale to residents only and raising the age limit. Increases to the parking permit fees to $150 or the Beach Parking Permit and for the Senior Beach Parking Permit, with a reduction to are made by the City Manager following adoption of this ordinance. All other parking permits will remain the same.
