Title
POTENTIAL MODIFICATIONS TO THE DELRAY BEACH COMMUNITY REDEVELOPMENT AGENCY FUNDING ASSISTANCE PROGRAMS

Body
Recommended Action:
Recommendation
Review, discuss, and receive feedback from the Board on the Community Redevelopment Agency’s (CRA) funding assistance programs.

Body
Background:
The Delray Beach Community Redevelopment Agency (CRA) offers several funding assistance and incentives programs to support redevelopment projects, commercial property improvements, businesses and the work of nonprofit community organizations throughout the CRA District.

Upon the review of its existing guidelines, the CRA recognized opportunities to broaden its reach, further clarify guideline criteria, and address award limitations. It was the CRA’s intention to bring forward the funding programs during the March CRA board meeting, but due to the rising concerns surrounding COVID-19, the board meeting was cancelled. Since March, the CRA has received a number of inquiries into its funding programs that have presented the opportunity to explore potential modifications. For example, a number of businesses turned out to be ineligible because of their classification as a retail or personal service business (barbershop or salon) operating in sub-areas #1 and #2. Staff recognizes the need to assist our business community, especially during these difficult times. Thus, discussing the subject matter is timely.

CRA staff would like to facilitate a discussion of potential modifications to the funding assistance and incentives programs and request feedback from the board.
