Approve the proposed amendments to Delray Beach Community Redevelopment Agency By-laws or provide input on the proposed amendments.

Background:
The Delray Beach Community Redevelopment Agency Bylaws was last amended on September 10, 2019.
Recently, we reviewed the Bylaws and propose the following change:
• Remove references to Annual Meeting throughout.
o In past years, the appointments were made for Board Members to participate in certain advisory boards and these appointments were made at the “Annual Meeting”, however, several years ago the appointments were removed from the By-laws. Therefore, this amendment removes the “Annual Meeting” from the by-laws.
• Remove from Section 4.1 & 4.6 Treasurer position.
o Staff is proposing to remove the Treasurer position as last year we changed the CRA Accounting Policy to allow for Staff to sign checks, which was one of the functions of the Treasurer. Therefore, we are now updating the Bylaws to reflect the changes made to the Accounting Policy.
