Approve the modifications to the Site Development Assistance Program Guidelines.

Background:
The Site Development Assistance Program was established to encourage business and property owners to improve their existing business sites through interior and exterior improvements and/or business expansion projects, resulting in a publicly visible improvement or the enhanced viability of business activity within the CRA District.
During the September 29, 2020 CRA Board Workshop, CRA staff recommended modifications to the guidelines and received consensus from the board to make the proposed changes. The most significant updates to the Site Development Assistance guidelines include:
• Broadening eligibility criteria to attract a variety of businesses by including Personal Service businesses such as salons and barbershops to Current Eligible Businesses
• Temporarily open eligibility to include Retail in sub-areas #1 & #2
• Revising funding and award limits for Tier 1 to restrict the first $10K reimbursable at 100% to new businesses only
