Motion to approve Resolution No. 181-20, to award an agreement with Lhoist North America of Alabama, LLC for the purchase of bulk quicklime for water treatment, in the estimated amount of $3,600,000 through October 31, 2023, utilizing the City of Tamarac Cooperative Bid No. 20-21B, and authorize the City Manager to approve renewal options, in the amounts below, contingent upon appropriations of funds.

Background:
The City of Tamarac served as “lead agency” on a cooperative solicitation on behalf of the Southeast Florida Governmental Purchasing Cooperative (Co-op). Lhoist North America of Alabama, LLC was deemed the lowest and responsible bidder for the City of Tamarac and for twenty-six (26) members of the Co-op. The City of Delray Beach (City) is a member of this Co-op. The bid award provided an initial contract term for three (3) years, through October 31, 2023, with up to (3) one-year renewal options.

Quicklime is used to adjust the pH of untreated well water, preparing the water for treatment, and to remove hardness which in turn, prevents scaling in pipes. Chemical use at the water treatment plant varies based on the amount of drinking water used by customers. The price to the City under the City of Tamarac Cooperative, effective November 1, 2020, is $284.80 per ton delivered. The annual usage of quicklime is approximately 4213.48 tons.
