Title
APPROVAL OF RESOLUTION NO. 180-20 TO APPROVE AN AGREEMENT WITH INTERCOUNTY ENGINEERING, INC. FOR FILTER MEDIA IMPROVEMENTS AT THE WATER TREATMENT PLANT PURSUANT TO ITBC NO. 2020-034 - $842,442

Body
Recommended Action:
Recommendation
Motion to approve Resolution No. 180-20 to approve an agreement with Intercounty Engineering, Inc. for Filter Media Improvements project pursuant to ITBC No. 2020-034 in the amount of $842,442.

Body
Background:
On July 16, 2020, the City issued Invitation to Bid Construction (ITBC) No. 2020-034 for Filter Media Improvements at the City of Delray Beach Water Treatment Plant. The project consists of, but is not limited to, replacing the granular filter media at each of the filter beds, which after the water is treated, removes particulates that were not removed during the sedimentation process. The filter media needs replacement, as it is reaching near its useful service life.

On August 24, 2020, the City received (3) responses pursuant to the ITBC. The low bid submitted by Intercounty Engineering, Inc. was deemed responsive and responsible to the Bid requirements.

Bidder Total Bid Price Submitted
Intercounty Engineering, Inc. $842,442
Florida Design Contractors, Inc. $939,000
Cardinal Contractors, Inc. $1,226,000

Therefore, staff recommends award of the Bid to Intercounty Engineering, Inc. in the estimated amount of $842,442. Construction is expected to be substantially completed within 42 weeks from the date of the City’s Notice to Proceed, barring typical construction delay.

This motion is in accordance with the City Code of Ordinances, Section 36.02 Commission Approval Required and the City’s Purchasing Policies and Procedures Manual, Change Orders and Amendments.
