Background:

This report was developed in response to a request by the City of Delray Beach (“City”) for a review of issues associated with Florida Department of Health - Palm Beach County (FDOH) concerns about cross connection issues associated with the City’s reclaimed water system. A cross-connection with the reclaimed water system was discovered and reported in late 2018 as a part of the 12C capital improvement project. In February 2020, the FDOH required delivery of the reclaimed water to be discontinued and has requested numerous tasks to be accomplished to turn the reclaimed system back on, which the City has been pursuing over the past eight (8) months.
