Review and consider a request to approve Ordinance No. 53-20, a City-initiated amendment to the Land Development Regulations (LDR) Section 4.6.7 “Signs,” Section 4.6.7(E) “Sign Design Standards,” Section 4.6.7(J) "Prohibited Signs" to establish regulations allowing certain signs designs to extend into the right-of-way in certain zoning districts.

Background:
The goal of the text amendment is to address signage needs in the downtown particularly for older structures that do not meet current building setback requirements as well as for both existing and new buildings with elements, such as arcades that legally extend into the public right-of-way. Currently, the LDRs do not allow commercial signs within the right-of-way. This rule is generally appropriate for most of the city; however, the downtown area is unique in that shops line the sidewalks, some buildings were built decades ago with little or no setback, and awnings and arcade elements are desired features.
