Motion to Approve Amendment to the Capital Improvement Program budget for Fiscal Year (FY) 2021 through 2025 adopted September 22, 2020.

Background:

This is a request to amend the adopted FY 2021-2025 Capital Improvement Program (CIP) budget to account for changes necessary since its adoption on September 22, 2020.  The proposed amended budgets reflect results to date and anticipated future changes in normal capital activity. Upon approval, the FY 2021-2025 CIP will be amended to include the following updates:

 

Amendment 1:

2nd Avenue Seacrest Beautification Phase 3 Project - A motion to approve Amendment No.2. The Agreement with Baxter & Woodmen, Inc. in the amount of $55,186 appeared on the November 17, 2020 City Council Agenda. This project was budgeted in the Infrastructure Surtax Fund.  The Infrastructure Surtax Fund will be used to support the completion of this project.  There will be no General Fund impact.  See page 75 and 87 of amended CIP book.

 

Amendment 2:

Golf Course Renovation & Raw Water Main Piping Replacement - FY 2020 included a budget of $1,590,000 in the utility CIP; however, these funds were not encumbered in FY 2021 and should be included the FY 2021 CIP. The allocated funds from FY 2020 remain unspent and will be rolled over from the Water and Sewer Renewal and Replacement Fund fund balance. See pages 109 and 117 of amended CIP book.

 

Amendment 3:

Pompey Park Community Center & Campus Improvements - A motion to approve the Interlocal Agreement (ILA) between the City of Delray Beach (City) and the Delray Beach Community Redevelopment Agency (CRA) to fund Fiscal Year 2020/21 Capital Projects (to include Pompey Park Improvements) appeared on the November 10, 2020 City Council Agenda in the amount of $400,000. This project is funded by the CRA.  There will be no General Fund impact. See page 19/20 and 66 of amended CIP book.

 

 

Amendment 4:

Expansion of the Delray Beach Memorial Gardens Project - A motion to approve Change Order No. 2 with Shiff Construction and Development, Inc. in the amount of $127,221 appeared on the November 10, 2020 City Council agenda to support improvements to the original scope of work. Cemetery Funds will be used for the project. There will be no General Fund impact. See pages 163 and 165 of amended CIP book.

 

Amendment 5:

Water Line Service Relocations - This project was inadvertently excluded from the CIP summary in the amount of $25,000.  In the interest of full transparency, this project is a part of the CIP amendment package.  This project was presented before the Commission when the initial CIP was adopted and the funding details can be found in the Water & Sewer Renewal and Replacement Fund section of the 2021-2025 CIP book. See page 109 and 113 (unamended) of amended CIP book.

 

Amendment 6:

Miracle League Scoreboard - Funding in the amount of $44,000 is being requested to add to the CIP.  This item was included in the FY2020 mid-year amendment.  The RFP process was not completed prior to year-end.  As a result, funds were not encumbered, and this project should be included in the FY2021 CIP. See pages 93 and 94 of amended CIP book.
