Motion to approve Resolution No. 01-21, to award an Agreement to Commercial Energy Specialists, Inc. for pool solvents and chemicals in the estimated amount of $30,000, utilizing the Martin County, Florida Solicitation No. 2017-2927; and authorize the City Manager to approve renewal options, in the amounts below, contingent upon appropriation of funds.

Background:
The Parks and Recreation Department requires pool solvent for the City pool, not limited to Pulsar Plus Briquettes. Pulsar Plus Briquettes are designed for use in Pulsar Feeders and are certified to American National Standards Institute (ANSI) Standard 50. While ANSI certification is voluntary, over 30 states require aquatic chemical feeders to be certified or otherwise comply with the requirements of ANSI Standard 50. Commercial Energy Specialists is the only distributor in Florida that distributes the chemical products required for the particular equipment that operates the aquatic sites. The Parks and Recreation Department has identified a Martin County, FL Agreement with Commercial Energy Specialists that satisfies the City’s procurement process
On April 25, 2017, Martin County, Florida, entered into a three (3) year agreement with Commercial Energy Specialists for pool solvents and chemicals, with the option to renew for two (2) additional terms of twelve (12) months each at Martin County, Florida’s discretion and 90 days beyond the contract end date if needed. On April 24, 2020, in accordance with Solicitation No. 2017-2927, Martin County, Florida exercised their first option to renew through April 25, 2021.
In accordance with the City’s Purchasing Policies and Procedures Manual and pursuant to Martin County, Florida Solicitation No. 2017-2927, on January 21, 2020, the Purchasing Department issued a Purchase Order in the amount of $30,000, on behalf of the Parks and Recreation Department for the initial term FY2019-20.
The Parks and Recreation Department is requesting an additional amount not to exceed $60,000 thru April 25, 2022 to buy pool solvents and chemicals, utilizing the Martin County, Florida Solicitation No. 2017-2927.
Should the City exercise the renewal options provided in the contract, the cumulative contract value is provided below.
