Approve the Interlocal Agreement with the Community Redevelopment Agency for the Digital Inclusion Initiative.

Background:
At its meeting of October 6, 2020 the School District of Palm Beach County presented their Digital Inclusion Initiative to the City Commission. The School District has identified 755 households with students in the City of Delray Beach that are located in the "Red Zone" and who have little or no access to internet service. Of the 755 households, 658 households are located within the CRA district. The School District has asked the City to provide $28,321.50 to facilitate the purchase of Wi-Fi extenders to these households as part of the Digital Inclusion Initiative. The City has requested that the CRA contribute $15,321.50 that will be combined with the $13,000 of the City's funding for a total of $28,321.50 to purchase the Wi-Fi Extenders.
At its meeting of November 12, 2020, the CRA approved the Interlocal Agreement (ILA) for the Digital Inclusion partnership with the City. ILA now needs to be approved which is the action now before the Commission.
City Attorney Review:
The City Attorney's office has reviewed the Interlocal Agreement and has provided a Legal Review Checklist for the ILA with the CRA for the Wi-Fi Extenders (attached).
Funding Source/Financial Impact:
$15,321.50 Provided by the CRA through the ILA
$13,000 Account # 001-12-015-512-34-90
CRA funds for this project were not included in the FY2021 Mid-Year budget amendment. This project will be included in the next Mid-Year amendment to balance revenues and expenditures.
