Approve Amendment 1 to the Interlocal Agreement (ILA) between the City of Delray Beach (City) and the Delray Beach Community Redevelopment Agency (CRA) to fund Fiscal Year 2019/20 Capital Projects as described in Exhibit A of the attached agreement for Fiscal Year 2019/20. This amendment adjusts the ILA to reflect actual funding requirements for projects that were initiated or completed during FY19/20.

Background:
Implementation of projects, particularly, the public infrastructure projects in the CRA District, requires a collaborative effort between the City and the CRA. Through the ILA, the CRA provides funding for all or a portion of projects (i.e., engineering, project management, and construction); while the City provides overall management of the Capital Improvements Program processes. Projects recommended for funding each fiscal year are included in the City's approved budget through the Capital Improvement Plan (CIP).
The City and CRA enter into an ILA each year to formalize the CRA’s commitment to fund the specific projects. This year's projects are identified in Exhibit 'A' of this ILA. The ILA was approved by the CRA and forwarded to the City for approval. At the CRA Board Workshop meeting, the Board reviewed the final expenditures from the FY 2019/20 CRA Budget, which funded four Capital Improvement Projects and to provide funding for Alleyway Clearing, a new maintenance activity within the City. The final Construction and Professional Services expenditure with the City in FY 19/20 totaled more than $11 million. These projects range from neighborhood construction projects in the Southwest Neighborhood and Osceola Park Neighborhood to lighting improvements in the Old School Square and Federspiel parking garages and construction of several segments of sidewalk.
