Motion to Approve Resolution No. 21-21 to award an Agreement with WGI, Inc. for Design Services for North Swinton Avenue Roadway Underground Utility Improvements pursuant to RFQ No. 2020-007 (Project No. 19-012), in an amount not to exceed $914,004.

Body
Background:
The City of Delray Beach’s (City) North Swinton Avenue is experiencing pavement deterioration including uneven surfaces of the roadways, excessive sinkholes, asphalt cracking and accelerated deterioration adversely impacting roadway stability. This has increased maintenance requirements and shortened the lifespan of resurfacing projects. An engineering evaluation of the subsurface stormwater and sanitary sewers has been completed and identified deficiencies requiring correction at this time. This contract will complete construction plans for roadway construction and underground utilities within this roadway corridor to address these deficiencies.

The City issued Request for Qualifications (RFQ) No. 2020-007 to acquire a firm which will provide professional design services for the North Swinton Avenue Roadway Underground Utility Improvement project.

On March 5, 2020, the City received four (4) submittals pursuant to the RFQ. A Selection Committee evaluated the proposals in full accordance with the Consultants’ Competitive Negotiation Act and short listed three (3) firms for interviews/presentations. The final scores are listed below:
