Motion to Approve Resolution No. 50-21 approving a Joint Participation Agreement (JPA) with the Florida Department of Transportation (FDOT) accepting federal grant funding to replace and upgrade traffic safety devices in school areas, school crossings and school zones in Delray Beach; Authorizing the City Manager to execute any amendments and take all actions necessary to effectuate this agreement.

Background:
The Florida Department of Transportation Speed Zoning Manual update for 2017 includes a new Chapter on statewide criteria for school zones. The Speed Zoning Manual was adopted on July 1, 2017, by Florida Administrative Code Rule 14-15.012. The new standards apply to all school zones along state and local roads and are necessary for establishing a uniform system of traffic control devices. The primary objective is to enhance and improve driver awareness and compliance for the safety of schoolchildren, one of Florida’s most vulnerable road users.
FDOT has identified nine (9) school locations requiring an upgrade to the signs and signals to meet the new standards. These include:
• Orchard View Elementary;
• Pine Grove Elementary;
• Village Academy & Sara Jo Kobacker Campus;
• S.D. Spady Elementary;
• Daughter of Zion, Jr. Academy;
• Trinity Lutheran School;
• Unity School;
• Banyan Creek Elementary; and
• Carver Community Middle School.
Under this JPA, FDOT will use federal funding to pay for and deliver to the City the required sign and signal materials in amount totaling $35, 550. The city agrees to use its in-house staff to install the signs and signals on the highway system in a manner consistent with federal requirements. Also, to expedite completion, it is the City’s intent to install the required signs and signals on Lake Ida Road by permit on behalf of Palm Beach County Government for S.D. Spady Elementary and Trinity Lutheran Schools.
This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.

Timing of Request:
Approving this agreement is time sensitive to meet the required completion date for replacement of existing school zone signage by July 1, 2023.
