Motion to Approve Resolution No. 55-21 to award an Agreement with DBE Management, Inc. dba DBE Utility Services for the construction of a reclaimed watermain for area 10 pursuant to ITBC No. 2021-019 (Project No. 17-133) - $1,678,184.

 

Body

Background:

The City of Delray Beach (City) adopted the Reclaimed Water Master Plan in 2003.  Subsequently, the City has progressively pursued expansion of the reclaimed water system for use as an alternative source for irrigation.  The Plan identified 16 geographic areas for potentially receiving reclaimed water.  Construction of the transmission and distribution piping system in the areas identified as Areas 1 thru 4 (golf courses and certain communities west of I-95), Area 9 (Pompey Park and NE 2nd St) and Area 12 (Island south of Atlantic) have been competed, with customers using reclaimed water for irrigation.   Area 14 reclaimed water is presently under construction and is anticipated to be completed prior to the completion of this project.

Reclaimed Area 10 will connect to the reclaimed water system at the two existing dead end pipes on NW 2nd Street and NE 4th Avenue and transmit the water down NE 1st Avenue & SE 1st Avenue to connect to the Area 14 Reclaimed Water System on SW 4th Street & SE 1st Avenue.   The project includes the main transmission piping that will supply the reclaimed water to the South West area including the Municipal Cemetery, Catherine Strong Park, and Village Academy. The project will provide relief on the potable water demand while being able to meet compliance with the Water Use Permit until the WTP is upgraded to treat alternative water sources.

 

The City issued Invitation to Bid Construction (ITBC) No. 2021-019 to acquire a firm to provide all labor, materials, tools, equipment, supplies and supervision related to the construction of the Reclaimed Water Main Area 10 improvements. The water main will be installed via Horizontal Directional Drilling, Jack and Bore, and Open Cut.

 

On February 16, 2021, the City received ten (10) submittals pursuant to ITBC No. 2021-019. The low bid submitted by DBE Management, Inc. dba DBE Utility Services was deemed responsive and responsible to the Bid requirements.

 

 

Therefore, staff recommends award of the Bid to DBE Management, Inc. in the amount of $1,678,184. Construction is expected to be substantially completed within 150 days from the date of the City’s Notice to Proceed, barring typical construction delays, such as those forced by inclement weather and COVID-19, and completed and ready for final payment no later than 30 days after substantial completion is accepted by the City.

 

This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.

Timing of Request:

Approving this agreement is time sensitive in order to meet the established completion date, which is important to maintain the construction schedules.
