Approve the modifications to the Curb Appeal Residential Improvement Program Guidelines.

Body

Background:

The Curb Appeal Residential Improvement Program was established in 2007 to advance the CRA mission of eliminating of slum and blight by helping to enhance the aesthetics of the Northwest and Southwest residential neighborhoods.  The program provides grants to owners of single-family residential properties to help facilitate minor exterior improvements that can improve the aesthetics of a single-family homes and duplexes and increase property value.  The program funds a variety of improvements, such as roof repair and replacement, landscaping, irrigation, exterior painting, and driveway improvements, with a maximum possible award of $15,000.

Recently, Staff has noticed a need for modifications to the program to ensure the guidelines address current needs, reduce barriers to access for applicants, and help residents address safety and accessibility issues.  The most significant changes are as follows:

Allowing for fence repair/replacement (for existing fences only)

Allowing for exterior ramp installation for ADA accessibility/special needs

These changes will also help enhance the alleyway transformations, especially where rear fencing repair and replacement are needed.   Refer to page 3 of the attached guidelines to see the additions
