Motion to Approve Resolution No. 60-21 to award an Agreement with Ric-Man Construction, Inc. for the construction of neighborhood improvements in Osceola Park pursuant to ITBC No. 2021-025 (Project No. 16-095)

 

Body

Background:

The City of Delray Beach (City) has a Neighborhood Improvements Project in the Osceola Park neighborhood, generally located between Swinton Avenue and Federal Highway and between  SE 2nd Street and SE 3rd Ave, that includes improvements to the infrastructure and safety of the neighborhood, including water, sewer, roadway reconstruction, stormwater management, sidewalks, landscaping, clearing of alleys and paving with open-celled lattice block (or alternate bid item for permeable concrete that would replace this item if desired by the City) and street lighting.

 

The City issued Invitation to Bid Construction (ITBC) No. 2021-025 to acquire a firm which will provide all labor, materials, tools, equipment, supplies and supervision related to the construction of the Osceola Park neighborhood improvement project.

 

On February 16, 2021, the City received six (6) submittals pursuant to ITBC No. 2021-025. The low bid submitted by Ric-Man Construction, Inc. was deemed responsive and responsible to the Bid requirements.

 

 

Therefore, staff recommends award of the Bid to Ric-Man Construction, Inc. in the base bid price of $3,992,777.85 plus a bid alternate price of $237,600.00 for a total contract amount of $4,114,877.85. The Base Bid price includes the lattice block alleyway pavement and the bid alternate is for pervious concrete alleyway pavement in lieu of the lattice block pavement. Construction is expected to be substantially completed within 225 days from the date of the City’s Notice to Proceed, barring typical construction delays, such as those forced by inclement weather and COVID-19, and completed and ready for final payment no later than 45 days after substantial completion is accepted by the City.

 

This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.
