Motion to Approve Resolution No. 70-21 to utilize Sourcewell ezIQC Contract No. FL-NEA-GC07-041019 with David Mancini and Sons, Inc. for NE 3rd Avenue Streetscape and Drainage improvements in the amount not-to-exceed $1,869,688, including a contingency in the amount of $170,000 and permit fees in the estimated amount of $16,833. (Project No. 2011-024)

Background:

 

The goal is to provide streetscape enhancements and pedestrian friendly facilities to connect the two City/CRA owned parking lots on NE 3rd Avenue with other locations to the south such as the Arts Warehouse.

 

NE 3rd Avenue is located within the Pineapple Grove area of the Central Business District. Currently this area requires infrastructure improvements to replace aging pipes and accommodate future growth for water and sewer delivery, as well as for improved stormwater management. Roadway conditions in this area are poor and accommodations for Americans with Disabilities (ADA) are either absent or lacking. 

 

This project will provide needed upgrades to the aging infrastructure, as well as improvements to the streetscape with lighting design, landscaping, sidewalk improvements and ADA accessibility consistent with the design and theme of the remainder of the Pineapple Grove area of the Central Business District.

 

The project consists of design, permitting, and construction of a roadway reconstruction, upgrades to storm sewer system, a new 8” water main system, and a new gravity sanitary sewer system along NE 3rd Ave between NE 3rd St. and NE 4th St.  The Project includes a new concrete sidewalk, concrete curb and gutter, driveway aprons, street lighting, and landscaping within the right of way of NE 3rd Ave between NE 3rd St. and NE 4th St.  

 

The work generally consists of the following: Furnishing all labor, materials, equipment, incidentals and appurtenances for the installation of resurfacing, curbing, decorative paver brick sidewalks, paver crosswalks, swale grading, sidewalk reconstruction, driveway construction, pavement marking, landscaping, lighting and irrigation. Job Order Contracting (JOC) is the preferred method to procure these services to streamline the process and complete the project efficiently.  JOC is an approved method of public procurement and is available through the Sourcewell cooperative and ezIQC.

 

Sourcewell is a national cooperative purchasing source solution and the City of Delray Beach has been a member since 2007. Additionally, ezIQC is one of the cooperative purchasing methods. The Gordian Group created ezIQC to make Job Order Contracting (JOC) solutions easily available through cooperative purchasing. JOC is an indefinite delivery/indefinite quantity procurement process that helps facility and infrastructure owners complete a large number of repairs, renovation and straightforward new construction projects with a single, competitively bid contract. Unlike traditional bidding where each project is identified, designed and then put out to bid, ezIQC establishes competitively bid prices up front and eliminates the need to bid each project separately.  Sourcewell’s procurement process satisfies the City's competitive bid requirements.

 

It is anticipated that this streetscape improvement project will take approximately ninety (90) days for design and permitting and one hundred and eighty (180) days for construction.                     

 

This motion is in accordance with the Code of Ordinances Chapter 36, Commission Approval Required and Purchasing Policies, Accessing Contracts from Other Government Agencies and Not-for-Profit Organizations.

This project is time-sensitive in order to provide required infrastructure for ongoing development within the project corridor.
