Motion to approve Interlocal Agreement between the School Board of Palm Beach County and the City of Delray Beach for the use of the Seacrest Training Facility

Background:
The School Board of Palm Beach County and the City of Delray Beach entered into agreement on November 17, 2009 for the use of Seacrest Training Facility. This Agreement allows the City to use the School Board's property and building at 2350 N. Seacrest Blvd. for law enforcement training in conjunction with the School Board's Police Department. The Agreement term was for ten (10) years with one option to renew for an additional five-year term. Under the agreement, the School Board owns and operates the facilities and pays maintenance and utility costs. In return, the City shares the costs of improving the facility and allows the School Board use of the City's equipment.
Instead of exercising the option to renew the Agreement for the additional five-year term through November 16, 2024, the School Board prepared a new agreement which shall become effective upon approval of both parties and shall continue for ten (10) years. The new Agreement addresses in detail the insurance obligations of the City's contractors and subcontractors for any work performed and/or improvements made during the agreement term. The City has been considering improvements to the facility's driving pad and obstacle course, which are needed for proper training of personnel.
