Recommendation

Motion to approve renewal of the agreement between the Early Learning Coalition (ELC) of Palm Beach County, Inc. and the City of Delray Beach.

Body

Background:

The attached agreement is between the Early Learning Coalition (ELC) of Palm Beach County, Inc. and the City of Delray Beach to continue reimbursable funding through the Children's Services Council (CSC) Scholarship Program for the After School Program located at Pompey Park and the Delray Beach Community Center. The term of the agreement is July 1, 2021, through June 30, 2022. The agreement continues to provide reimbursable funding through the CSC Scholarship Program for the after school and summer camp programs. Children enrolled through the program will be funded at a reimbursable rate (less the applicable parent fee) to the City at $11.00/child for part-time and $12.50/child for full-time.

The City of Delray Beach Parks and Recreation Department in conjunction with the ELC, through the CSC Scholarship Program, provides an Out of School Youth Program for children ages 5 -12 years. It is a supervised and structured program of traditional and non-traditional recreational and sporting activities, in addition to homework assistance.

The program targets "latchkey" children in the community without adult supervision during after school and summer vacation hours. The Out of School Program is a 12 month program and includes:

After School Program, Day and 1/2 day camps, and Holiday, Spring and Summer Camps.

The CIty has been providing the Out of School Program since 1997 (24 years) and Summer Camp for over 30 years.
