Motion to authorize the issuance of a Purchase Order to Data Flow Systems, Inc. to implement Phase I of the communications improvements project to the City’s SCADA system in the amount of $290,040.

 

Body

Background:

On February 10, 2020, the City approved Data Flow Systems, Inc. (DFS) as the City Standard for the City's Supervisory Control and Data Acquisition (SCADA) system currently used by the Utilities Department. System components include the telemetry remote terminal units, the pump control modules, the hyper server, and software. The system is proprietary to DFS as they are the sole source provider of the TAC ll SCADA System. DFS was selected by the City over two decades ago to design and install the SCADA system to monitor and control water treatment plant process, raw water wells, water storage tanks and sewage lift stations. At that time, there were few alternative choices in the marketplace for SCADA systems. Currently, the system through DFS is proprietary, and therefore will not allow integration with components from other vendors. Until the telemetry system is upgraded, components by DFS are critical to utility operations for maintaining public health.

Phase 1 of the communications improvements project will replace the existing 400 mhz radios with 200 mhz radios, replace some of the RTU equipment and add a new antenna at the Elevated Water Storage tank.  These improvements are expected to reduce interference with other entities and make available a more reliable radio system to allow proper operation of the production groundwater wells, water treatment plant and finished water facilities.

This motion is in accordance with the City Code of Ordinances, Section 36 and City Policies and Procedures, Change Orders and Amendments.
