Consider permitting the display of two sculptures on the sidewalk in Pineapple Grove.

Background:
The Pineapple Grove Arts District (PGAD) is asking the City to permit the display of two sculptures by artist Jeff Whyman on NE 2nd Avenue in Pineapple Grove. The proposed locations were identified by Public Works and City Manager's Office staff in collaboration with PGAD. PGAD is willing to pay for the installation. PGAD is interested in retaining ownership of the sculptures, while displaying on the public right-of-way. City would enter into a contract with PGAD that would establish terms regarding ongoing maintenance, the minimum time period that the sculptures will be on display, liability, etc.
