Motion to approve and accept the proposed Interlocal Agreement (ILA) between the City of Delray Beach and Boynton Beach for water quality monitoring services for Lake Ida in an amount not to exceed $30,000.

Background:
Lake Ida is adjoined by both the City of Delray Beach (south portion) and the City of Boynton Beach (north portion). The lake has experienced higher than desired total Nitrogen (TN) and total Phosphorous (TP) concentrations during historical water quality monitoring.
The Palm Beach County Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System (NPDES) Permit No. FLS000018-004 required that the cities of Boynton Beach and Delray Beach implement a Water Quality Monitoring Plan for Lake Ida, Water Boundary Identification (WBID) # 3262A for compliance with the Environmental Protection Agency (EPA) Total Maximum Daily Load (TMDL); and the cities conducted a targeted quarterly water quality monitoring at five locations on Lake Ida during 2018 and 2019. A review of the two-year’s of data collected at the five (5) monitoring locations shows that the water body is not meeting the EPA TMDL in lake target concentrations for total Nitrogen (TN) and total Phosphorous (TP).
Consequently, in the 2020 Annual MS4 Report Boynton Beach and Delray Beach received a recommended to conduct a joint study including two-years of additional monthly sampling with two additional water quality sites to be added to the existing water quality monitoring program to better understand the lake water quality seasonal and spatial processes. Boynton Beach has agreed to manage this contract and has received a proposal for $60,000 for these services from a continuing services contract consultant. Boynton Beach has requested that the City of Delray Beach cost-share this effort.
Consider acceptance of Lake Ida Water Quality Monitoring Interlocal Agreement (ILA) with Boynton Beach for $30,000.

Funding Source/Financial Impact:
Funding in the amount not to exceed $30,000, is available in Account Number #001-42-000-519.31-10, Professional Services - Engineering/Architectural.
Timing of Request:
The timing of this request is of high importance in order proceed with water quality monitoring as required by the City’s NPDES permit.
