Background:
Pursuant to the Housing Act of 1974, HUD requires all local municipalities and urban counties to prepare local planning documents as a condition of receiving federal assistance. Federal Regulation 24 CFR Part 91 governs the local plan submission and requires that each municipality submit a Consolidated Plan every five years and an Annual Action Plan each fiscal year. Citizen participation is integral to the development of the Plan. The City as a grantee is required to provide at least two public hearings per year to obtain the public’s views and to respond to proposals and questions. The first "Needs Assessment" meeting, advertised in the May 29, 2021 issue of the Sun Sentinel, was held in the First Floor Conference Room on June 9 and 10, 2021. The second public meeting is set to appear before City Commission on July 13, 2021. Only comments from the public which are not accepted must be summarized and included in the final plan as an attachment. All reportable comments will be attached to the plan as supporting documentation. The plan and proposed budget is unanimously supported by the public as presented. This plan has been developed in accordance with the stated regulations.
The attached Annual Action Plan provides a description of the City's plan to utilize CDBG funding for activities and programs consistent with the needs delineated in the Five Year Consolidated Plan. The City CDBG entitlement for FY 2021-2022 will be $ 513,098 and has been categorized by the following objectives:

Owner Occupied Housing Rehabilitation
PUBLIC SERVICE $76,967
Funds in support of various eligible public service activities consistent with needs identified in the City’s Consolidated Plan and are subject to a 15% cap of annual allocation.

Timing of Request:
Plan to be submitted to HUD by August 16, 2021. The attached plan identifies the HUD budget for the upcoming year implemented under the Neighborhood Services Division.
