Motion to approve Resolution No. 128-21 to award an agreement to Millenium Products, Inc. for purchases of license plate recognition cameras, accessories, and related services in the estimated amount of $275,000 through October 4, 2021, utilizing General Services Administration Contract GS-07F-0231W.

Background:

The City of Delray Beach continues to have a large transient population. Many of the crimes committed are by individuals from outside the City’s jurisdiction and the criminals are often unidentified, hampering the Police Department investigations. Currently cameras are in operation only on barrier island. However, we know that most vehicles entering and exiting our city are coming from the Interstate 95. With the placement of the additional license plate recognition cameras and access to collected commercial data, we can eliminate much

of the guess work involved in identifying the individuals committing these crimes and aid in the recovery of stolen property. The overall goal is a safer environment for our residents, business community, and guests to live, work, and play in.

 

On August 16, 2016, the CIty Commission approved the purchase of license pale recognition cameras from L-3 Communications Mobile Vision,. utilizing General Services Administration contract number GS-07F-5377P.  The purchase was for Phase 1 deployment utilizing license plate recognition cameras along Barrier Island with the intent to ensure the safety and security of Barrier Island residents and guests.

 

The Police Department is requesting approval to purchase license plate recognition cameras for Phase 2 deployment from Millenium Products, Inc., utilizing General Services Administration contract number GS-07F-0031W.  Phase 2 deployment will utilize cameras at the intersections of Atlantic Avenue and I-95 and Atlantic Avenue and SW/NW 12th Avenue.

 

Term of the General Services Administration contract number GS-07F-0031W is from October 5, 2009 through October 4, 2024.  The quoted cost is $222,911.00 which includes software, hardware, training,trailer retrofitting, installation and warranty.

 

In addition to the cost of the purchase from Millenium Products, Inc., there will be costs from additional vendors for installation of the poles, electrical feeds to each pole, air-cards for the cameras.  The total additional costs will depend on the pole material needed.  These costs will be procured utilizing purchase orders and are not expected to exceed $70,000.00.  The additional costs for power and data will fluctuate each month based on usage.  These costs will appear on the City's data and power plans.  The annual cost for recurring license fees is $25,165.27.
