Motion to Approve Resolution No. 129-21 to award an Agreement with Custom Built Marine Construction, Inc. for the construction of Island Drive Bridge Rehabilitation Project pursuant to ITBC No. 2021-035 (Project No. 19-014).

Background:
The City of Delray Beach (City) Public Works Department has identified the need to structurally repair the sub-structure and pilings to the Island Drive Bridge due to saltwater deterioration from the Intracoastal Waterway. The bridge is located approximately 0.03 miles west of Andrews Avenue, and it carries local traffic and pedestrians on Island Drive over the canal. The bridge was built in 1960 and later reconstructed in 1979. The structure is owned and maintained by the City.
The scope of work includes the construction of a new seawall at the northwest corner of the bridge, concrete repairs to the bridge superstructure and substructure, installation of cathodic galvanic pile jackets around each pile, the removal of all overgrown vegetation, and general roadway and drainage improvements.
The City issued Invitation to Bid Construction (ITBC) No. 2021-035 to acquire a firm which will provide all labor, materials, tools, equipment, supplies and supervision related to the construction of the Island Drive Bridge Rehabilitation project.
On June 25, 2021, the City received two (2) submittals pursuant to ITBC No. 2021-035. The low bid submitted by Custom Build Marine Construction, Inc. was deemed responsive and responsible to the Bid requirements.

Therefore, staff recommends award of the Bid to Custom Built Marine Construction, Inc. in the total bid price of $1,226,577.50. Construction is expected to be substantially completed within 210 days from the date of the City’s Notice to Proceed, barring typical construction delays, such as those forced by inclement weather and COVID-19, and completed and ready for final payment no later than 30 days after substantial completion is accepted by the City.
This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.
