Motion to approve increase in the amount of $83,981 to the contract value to Advanced Data Processing Inc. (ADPI) for Professional Public Emergency Medical Transportation (PEMT) Program Services and authorize the City Manager to approval renewal options, in the amounts below, contingent upon appropriation of funds.

Background:

On August 28, 2019, the City of Tamarac awarded a three (3) year Agreement for the administration, processing, and collection of all costs associated with EMS patient medical billing and related professional services to Advanced Data Processing, Inc. (ADPI) with the option to renew the Agreement for two (2) one-year renewal terms.

 

On September 10, 2020, the City of Delray Beach (City) awarded a contract to Advanced Data Processing, Inc. (ADPI) utilizing City of Tamarac Solicitation 16-14 R. This contract is used by the Finance Department to bill and collect payment for EMS patients.

 

On July 9, 2019, City Commission approved Resolution No. 136-19 authorizing the City to utilize a Volusia County contract with Advanced Data Processing Inc. (ADPI) for Professional Public Emergency Medical Transportation (PEMT) Program Services, which is a program administered by the Fire Rescue Department. While the contract was renewable through July 6, 2022, the City was recently notified by Volusia County that they did not intend to renew the contract and the contract expired on July 6, 2021. In order to maintain services for the Fire Rescue Department, the City has identified that the required PEMT services are available through the current City of Tamarac contract.

 

All governmental (publicly funded) entities providing emergency medical service (EMS) transports may participate in this program. The program provides supplemental payments for an eligible PEMT entity that meets specified requirements and provides emergency medical transportation to Medicaid patients. The PEMT program will reimburse a portion of Delray Beach Fire Rescue Medicaid fee-for service costs. AHCA recently established the Florida PEMT as a Certified Public Expenditure (CPE) Program, designed to reimburse providers based on their actual costs of providing emergency medical services to Medicaid-eligible patients. The reimbursement payment is based on claiming federal financial participation on CPEs that have already been incurred by the public provider.

 

There are no application fees or direct costs for participation in this program. Based upon historical data, the City estimates recovering approximately $1,514,838 net revenue through FY23. This is a cost recovery program; thus ADPI will only be paid if the City receives payment. There is a contingency fee of 12% of net reimbursements that have been agreed upon between the City and ADPI and are included in the proposed contract. Therefore, staff is requesting an increase to the total contract value  to provide an allocation to the Fire Rescue Department as noted below.
