Background:

At the Public Art Advisory Board (PAAB) meeting on August 23, 2021, the Board reaffirmed its projects list from the March 3, 2021, meeting.

 

The attached Memorandum outlines the list of projects.

 

While the Board is seeking City Commission approval to proceed with its list, it is important to note that the administration, while having a liaison to the Board, will need to allocate resources to achieve the completion of all projects listed. Considerable time has already been expended to complete preliminary research for this Memorandum.  It has yet to be determined how much staff time will be needed to accomplish all of these projects, let alone additional requests that may come from the Board. The administration can proceed methodically on the listed items as time and resources permit with the acceptance that each one may take longer than the expectation.

 

This Memorandum also requests the City Commission to approve funding for all of the projects. In the past, the City Commission has reviewed such requests one at a time when there is more definitive information provided for an informed decision. The City Commission could approve all of them in principal, pending the availability of funding, and assign the flexibility to proceed with accomplishing the items to the administration. The other option is for the City Commission to approve this as a PAAB operational plan and have each item return for vetting.

 

Also attached is the city code on the Public Arts Program and the Public Art Advisory Board provided for informational purposes.

 

The Public Art Fund has an existing balance of $40,000. Not enough, to cover all of the items listed. There may be an opportunity for the fund to receive an additional $60,000 in FY2022, however this is dependent on the construction of the new Fire Station. As the entire funding for all of the projects is not presently available, projects would be addressed as funding becomes available and the city would leverage support from other institutions if available and appropriate.
