Approve the Third Amendment to the Consulting Work Assignment with Synalovski Romanik Saye, LLC for 98 NW 5th Avenue, Delray Beach, FL 33444.

Background:

In 2018, the Delray Beach Community Redevelopment Agency (CRA) purchased an existing two (2) story apartment building in the Northwest Neighborhood located at 98 NW 5th Avenue, Delray Beach, FL 33444. Prior to the CRA acquiring the property, the building had been used as a women’s drug rehabilitation center. To meet the demand for affordable rental retail and office space, and to encourage economic development and to activate the area, the CRA Board entered into a Consulting Work Assignment for architectural design services with Synalovski Romanik Saye, LLC on November 13, 2018, in the amount of $98,000 (“Project”) to repurpose the existing building for office and retail use.

 

On July 9, 2019, the CRA Board approved the First Amendment to the Consulting Work Assignment for additional civil engineering design, landscape design and assistance with obtaining necessary Board approvals and permitting assistance, in the amount of $17,059.52.

 

On August 25, 2020, the CRA Board approved the Second Amendment to the Consulting Work Assignment for additional services, to finalize the design and move the project forward through to completion of construction, in the amount of $43,000.

 

Currently, the project requires additional design services to comply with the Delray Beach Development Services Land Development Regulations and conditions of approval to obtain Site Plan Certification and building permit approval. In addition, it is anticipated that there will be additional architectural and engineering services during the construction coordination and administration phase of the project. The consultant, Synalovski Romanik and Saye, LLC has submitted a proposal for the following services: bidding/permitting/site plan certification, construction/contract coordination, preconstruction coordination, additional assistance during construction, close out assistance and site visits in the amount of $85,000.

 

CRA Staff recommends approval of the Third Amendment to the Consulting Work Assignment with Synalovski Romanik Saye, LLC in an amount not to exceed $243,059.52 for additional architectural, engineering and construction administration services.
