Motion to Approve Resolution No. 150-21 to approve an Agreement with Chen Moore and Associates, Inc. for Forcemain Lift Station 50 to South Central Regional Wastewater Treatment Plant Assessment and Conditions Report and Engineering pursuant to RFQ No. 2020-027 (Project No. 20-013), in an amount not to exceed $122,368.

Background:

 

The City of Delray Beach owns and maintains a 20-inch force main from Lift Station 50 (LS 50) to the South Central Regional Wastewater Treatment Plant (SCRWWTP), approximately 2.5 miles in length.  This force main is the single pipeline conveying all of the wastewater from the City of Delray Beach service area to the SCRWWTP.  Any flow disruption caused by a private party’s action or a naturally occurring pipe break has the potential to result in a major wastewater spill, affecting service to the Delray Beach Utilities customers and the environment.  The objective of the City of Delray Beach for this authorization is to identify a feasible route for installation of a parallel force main.

 

The City issued Request for Qualifications (RFQ) No. 2020-027 to acquire a firm which will provide an assessment, conditions report and engineering services for the Forcemain Lift Station 50 to South Central Regional Wastewater Treatment Plant.

 

On September 21, 2020, the City received two (2) submittals pursuant to the RFQ. On November 12, 2020, in full accordance with the Consultants’ Competitive Negotiation Act, a Selection Committee held interviews with the two (2) firms that submitted proposals and scored the submittals in a combination initial/final evaluation meeting. The final scores are listed below:

In accordance with Florida Statutes, representatives from the Purchasing and Public Works Departments conducted multiple negotiation meetings with Chen Moore and Associates, Inc. The estimated fee proposal of $122,368 has been reviewed by staff who find it to be fair and reasonable.  This estimated fee will be paid based upon the firm’s proposed hourly rates and actual hours worked. The project is expected to be completed within 120 calendar days after the Notice to Proceed.  The Agreement terms will be from the date of full execution thru the completion of work and full acceptance by the City. 

 

This motion is in accordance with Code of Ordinances Section 36.02 Commission Approval Required.
