Approve the Second Amendment to the Interlocal Agreement with the Treasure Coast Regional Planning Council for the Delray Beach Community Redevelopment Agency’s (“CRA”) Redevelopment Plan Amendment.

 

Body

Background:

On August 13, 2019, the CRA Board approved an Interlocal Agreement with the Treasure Coast Regional Planning Council (“Council”) for the CRA Redevelopment Plan Amendment (“Project”).

 

The Project includes gathering feedback from CRA Staff, the CRA Board, and City Officials, and also in person public meetings and presentations in large group settings with Delray Beach residents, property owners, and business owners.

 

In March 2020, due to the nature of the Project and the concerns surrounding public gatherings considering the COVID-19 pandemic, the CRA and the Council agreed to amend the Interlocal Agreement to reflect a “pause”, which included adjusting the expiration date and time frames stated within the Interlocal Agreement.

 

On June 23, 2020, the CRA Board approved a First Amendment to the Interlocal Agreement. The “pause” period commenced in April 2020 and is currently still in effect.

 

The CRA recognizes the importance and necessity for the CRA Redevelopment Plan Amendment. As such, even as COVID-19 continues to be part of our daily lives, the CRA and the Council will resume the Project while following COVID-19 safety precautions for any in person meetings, and public workshops and presentations in group settings.

 

 

 

 

 

 

Below are pertinent excerpts from the proposed Second Amendment to the Interlocal Agreement:

                     Attachment A - Amended Scope of Services:

o                     Task 1 - Staff Work Session One and Due Diligence:

§                     Completed (CRA staff will provide the Council with any updated information, as necessary)

o                     Task 2 - Stakeholder Interviews and Staff Work Session Two:

§                     To be completed - While stakeholder interviews were completed prior, due to the gap in time between when the interviews were completed (before March 2020) to present time, stakeholder interviews will be conducted again.

o                     Task 3 - Public Workshops 1A and 1B:

§                     To be completed - While two (2) public workshops were completed prior, due to the gap in time between when the workshops were completed (before March 2020) to present time, public workshops will be conducted again. Comments from the first two (2) workshops will still be taken into account.

o                     Task 5 - Public Workshops 2A and 2B:

§                     Removed

 

                     Attachment B - Amended Anticipated Schedule:

o                     February 2022 to September 2022

 

                     Attachment C - Amended Project Cost Estimate:

o                     $36,875

 

At this time, CRA staff is requesting the CRA Board approve the Second Amendment to the Interlocal Agreement.
